The Blacklist is a list of the most wanted racers in Rockport that the player has to defeat to become the Most Wanted. There is a total of 15 racers with the main antagonist - Razor at the top of it.

Following the defeat and arrest of Razor, the entire Blacklist members were all arrested by the cops in the end. Only the player was the remaining blacklist member that was not arrested.
